Parents of children with special educational needs and disabilities (SEND) in England will see their ability to choose a school freely and challenge support decisions significantly reduced under sweeping government reforms. The changes mark a substantial shift in the current system, aiming to streamline processes but raising concerns among families and advocacy groups.
The proposed reforms will curtail the right of parents to select any school for their child, including mainstream, specialist, or independent institutions. Instead, local authorities will have greater power to direct placements based on their assessment of local provision and cost. Furthermore, the ability for families to appeal the level of support outlined in an Education, Health and Care Plan (EHCP) will be tightly restricted.
Ministers argue the overhaul is necessary to create a more consistent and sustainable national system, addressing a crisis in SEND funding and provision. They claim the current framework leads to adversarial relationships and inefficient spending. However, critics warn the plans will dismantle crucial rights, leaving vulnerable children at the mercy of budget-strapped local councils and reducing accountability. The reforms are expected to face significant scrutiny and debate as they move through Parliament.
