A new report from the state's Office of the Inspector General reveals that Massachusetts' unique method of reimbursing districts for special education transportation is creating significant financial pressure on local schools and exacerbating inequities between communities.
The system, which differs from the models used by nearly every other state, reimburses schools for the actual costs incurred to transport students with disabilities. The report argues this model creates a perverse incentive, as it fails to encourage cost-saving measures and places no ceiling on expenses. Consequently, soaring transportation bills are consuming an ever-larger portion of district budgets, diverting funds that could otherwise support classroom instruction and services for all students.
Furthermore, the investigation highlights how this framework disproportionately impacts lower-wealth communities. These districts often lack the upfront capital to invest in more efficient transportation options, like their own vans or buses, and are therefore forced to rely on more expensive private contractors. The current reimbursement formula fails to adequately level this playing field, effectively penalizing less affluent towns.
The Inspector General is urging state education officials to take meaningful and prompt action to reform the system. The report calls for a revised approach that controls costs, promotes efficiency, and ensures fair access to resources for all school districts across the Commonwealth, regardless of their financial standing.
