Relying too heavily on simplified indicators risks incentivising behaviours that prioritise what can be measured over what truly matters. For years, Hong Kong has celebrated its top-tier performance in international assessments like PISA and TIMSS. These scores have been used as proof of a world-class education system. But a narrow focus on these metrics may be doing more harm than good.
When schools and policymakers chase rankings, the curriculum often narrows. Subjects like arts, music, and civics get squeezed out. Teaching becomes test preparation. Students learn to memorise and regurgitate, but they may not learn to think critically, collaborate, or adapt. These are the skills that matter in a fast-changing world.
Hong Kong's strength has always been its ability to connect East and West. To lead globally, its education system must reflect that. That means valuing bilingualism not just as a test score, but as a tool for real cross-cultural understanding. It means encouraging creativity and problem-solving, not just correct answers.
The city also faces a demographic challenge. Fewer young people mean each student's potential is more important than ever. If the system only rewards those who excel in standardised tests, it will leave behind many who could contribute in other ways. A true leader in education measures success by how well it prepares all students for life, not just for exams.
Hong Kong needs a broader vision. One that looks beyond the league tables and asks what kind of thinkers, citizens, and leaders it wants to nurture. That is the only path to genuine global leadership.
